Theodoric's program was ambitious: both civilized and politically far-sighted, it aimed at the integration and peaceful coexistence between Goths and Romans in the West, through the unmistakable signs of civilitas traceable in "tolerance," administrative rigor, and in the strength of cohesion that only Roman law could ensure.
